Department of Fisheries and Oceans (DFO), Quebec region, informs licence holders that an update of the Regional Guidelines for management of individual transferable quota (ITQ) programs (Regional Guidelines) including appendix have been published and are now available at the following link : REGIONAL GUIDELINES FOR THE MANAGEMENT OF INDIVIDUAL TRANSFERABLE QUOTA PROGRAMS. New programs have been added, while some have been merged.

The first version of the Regional Guidelines was published on the DFO website in January 2020. These guidelines formalize in a document the work of the DFO/Industry working group established in 2016 and the interim measures in effect since March 2018 concerning individual transferable quota (ITQ) programs in the Quebec Region. The Regional Guidelines also harmonized the mechanisms that govern ITQ programs in the Quebec Region. DFO is updating the Regional Guidelines on its website in order to maintain the efforts of simplification, harmonization and transparency that were invoked to justify its implementation.

In the spirit of simplification, one of the main new features this year is that the register has been removed, and elements relating to the Licensing Policy have been integrated into the appendix.
